Having the SBDC services conveniently located at Village Hall is a great opportunity to provide direct assistance to potential and existing businesses in Arlington Heights and neighboring communities, while promoting the SBDC’s multitude of services for small businesses. The Illinois Small Business Development Center at Harper College is funded in part through a cooperative agreement with the U.S. Small Business Administration, the Illinois Department of Commerce and Economic Opportunity and Harper College.

The types of services offered through the SBDC office at Village Hall, which will operate a minimum of one day a week, include:

  • One-on-one business counseling and management assistance.

  • Assistance with the development of business plans.

  • Help in developing marketing plans.

  • Business Financing Programs.

  • Assistance with financial analysis and planning.

  • Access to business education and training opportunities.

If local businesses would like to explore this opportunity, they should contact Bonnie Richter, of the SBDC at 847-925-6570 to make an appointment.

This intergovernmental partnership promotes a favorable business climate within the Village and also engages resources from another agency that benefits local businesses.

Arlington Heights residents can take advantage of the “Prescription Drug and Sharps Disposal Program,” offered through the Solid Waste Agency of Northern Cook County (SWANCC), to safely dispose of prescription and over-the-counter medicines, as well as syringes, needles and lancets. By participating in this program, residents are helping to protect their environment and ensure proper and safe disposal of these items.

Police on Watch for Speeding Vehicles

Through September 20, the Arlington Heights Police Department is participating in a Speed Enforcement Program (SEP) utilizing funds from the Illinois Department of Transportation – Division of Traffic Safety to engage in selective enforcement of speed violations at four high-speed intersections.

The intersections selected for purposes of the Speed Enforcement Program are: Algonquin Road at Arlington Heights Road; Palatine Road at Rand Road; Palatine Road at Arlington Heights Road; Northwest Highway at Euclid Avenue.

Speed enforcement efforts will be conducted primarily during morning and evening rush hours on weekdays. The goal of the Police Department’s enforcement program is to educate everyone about the high risk of suffering serious injury or death if they do not follow the rules of the road.

Speeding is one of the most prevalent factors contributing to traffic crashes.  According to recent Illinois statistics, 40 percent of the drivers who had a blood alcohol level of 0.08 or more involved in fatal crashes were speeding, compared with only 15 percent of the drivers with a blood alcohol level of zero.

The purpose of the Speed Enforcement Program is to help change public attitudes regarding speeding, impaired driving and the non-use of seatbelts and car seats through highly visible increased enforcement of speed related laws.  In order to achieve this purpose the following goals of the program have been defined:

1.      To reduce the number of speed related crashes.

2.      To increase enforcement of speed laws.

3.      To increase compliance with the posted speed limit.

Bill Payment Drop Box

Starting April 7, 2008, the “Bill Payment Drop Box” will be returning to its convenient location on the first level of the Municipal Parking Garage, along the exit drive aisle to Arlington Heights Road.

Residents can access the Drop Box by entering the Municipal Garage from Sigwalt Street, then turning west towards the Arlington Heights Road exit. The white Drop Box is located in the same general location as at the former Village Hall. As you are nearing the Arlington Heights Road exit from the Municipal Parking Garage, the Drop Box is located on a walkway area near the Village Hall.

The Drop Box that was temporarily located in the second employee parking surface lot, at Sigwalt Street and Pine Avenue, during construction of the new Village Hall has been removed.

Placement of the Drop Box on the first level of the Garage provides convenience for residents who wish to drop off water bill and parking ticket payments during non-business hours. Payments will be collected from the Drop Box on a regular basis to ensure all transactions are collected and recorded in a timely fashion.

Residents are also reminded that payments may be made by mail, electronically, or from 8 a.m. – 5 p.m., Monday – Friday, at the front counter of the Finance Department, located on the first floor of Village Hall.

Meeting Rooms Available in Village Hall

Public meeting space is now available in the new Village Hall for civic, educational and other non-profit groups that are primarily based in Arlington Heights or predominately comprised of Village residents or business owners.

One goal with the design of the new Village Hall was to include better accommodations for public meetings and to invite Arlington Heights community groups to host their meetings at Village Hall. Meeting space is available during the Village’s regular business hours, Monday – Friday, 8 a.m. – 5 p.m., and on Thursday nights. Depending on space availability and meeting requests, other week nights may become available in the future.

Priority for requests of meeting room space will first be given to Village-related meetings, followed by meetings requested by Arlington Heights public institutions, then non-profit organizations primarily based in the Village, followed by organizations predominately comprised of Village residents or businesses. No group will be able to reserve meeting room space on a regular basis to ensure that the Village can accommodate as many different groups as possible.

There are two meeting rooms available for public use. One is the Buechner Room, which is located on the first floor of Village Hall and accommodates seating for 12-14 at a conference table as well as 40 audience members. The second room is the Community Meeting Room, located on the third floor, which includes seating for 15 at the conference table and 16 for the audience. It’s possible to augment seating arrangements if requested on the application form.

Groups interested in reserving a meeting room can review the procedure and download the reservation form by going to the bottom of the home page under “Applications and Forms” and download the “Public Meeting Room Procedure.” This document provides guidelines on the use of the rooms, diagrams of the rooms’ setup as well as a Reservation Form. This information can also be mailed or faxed by calling 847-368-5100.

Reservations will not be finalized and approved until the completed “Meeting Room Reservation Form” is returned to the Village Manager’s Office.

Overhead Sewer Rebate Program
The Village of Arlington Heights has established a “Sanitary Sewer Flood Prevention Rebate Program” to assist residents whose homes might benefit by installing an overhead sanitary sewer system.

Homeowners are eligible for a rebate of 50% up to a maximum of $2,500 for the cost of approved sanitary sewer modifications.

This Rebate Program was established to assist residents who have experienced a sanitary sewer back-up in their homes following a significant rain event. A preventative step to reduce such flooding occurrences is to install an overhead sanitary sewer system in homes that were built prior to this system being required in new home construction. It is important to note that while this program addresses sanitary sewer back-up into homes, it does not impact stormwater flooding.

As of July 1, 2006 Village residential property owners may be eligible for a rebate of 50%, up to a maximum of $2,500, for the cost of the sanitary sewer flood mitigation/prevention project. The rebate applies to any eligible project completed after July 1, 2006.  Further information on the program and the application form can be downloaded by clicking on the links below, or forms can be obtained at the Village Hall.  Applications will be processed by the Building Department in the order they are received and participants will be accepted until the Fiscal Year funding for the program is depleted.

The application process is simple and a rebate is given upon completion of two steps, which include:

1) A review of the proposed improvements as described in the application process to ensure they conform with the program and meet standard construction practices and building code requirements;

2) A verification of inspections and approval of the completed improvements by the Building Department as well as proof of property ownership and payment of project costs by the property owner.

To keep prices reasonable and consistent, the Village’s Building Department, 847-368-5560, will maintain a list of authorized registered contractors who will participate in this Sanitary Sewer Flood Prevention Rebate Program. Only work performed by contractors on the authorized list will qualify for a rebate.

Homeowners interested in taking advantage of this assistance are asked to carefully review information about the program before applying for the Sanitary Sewer Flood Prevention Rebate Program. If you have questions about this program, please call the Village’s Plumbing Inspector at 847-368-5560.
