Comprehensive Planning

The Comprehensive Plan is a public document which establishes an overall strategy to guide the growth and development of our community. It is a policy statement aimed at the unified and coordinated physical and social development of Arlington Heights. The Comprehensive Plan includes the future Land Use Map, Official Map, and area specific plans such as the Downtown Master Plan and other Redevelopment Plans, Corridor Studies, and Annexation Studies. Comprehensive Planning is the process by which the Village amends the Comprehensive Plan and Land Use Map and the Comprehensive Planning Program Map as well as the Official Map. Each year, the Village reviews the Comprehensive Plan to determine if changes are necessary. In addition, specific redevelopment plans, corridor studies, and annexation studies are adopted by the Village as necessary.

Hickory-Kensington Plan
The Hickory-Kensington area is defined by Dryden Avenue on the East, Miner St on the North, Northwest Highway on the South, and Belmont Ave on the West. This are was designated as a redevelopment project area in the 1991 amendment of the Comprehensive Plan. The Hickory-Kensington Plan outlines goals and objectives for the future of the area, including specific recommendations for future land uses that would be beneficial to the neighborhood and community. 

South Arlington Heights Plan
The South Arlington Heights Corridor Plan outlines the Village's vision and strategies for improvements to this important Gateway to the Village. This Gateway was identified in the 2015 Comprehensive Plan as a priority corridor to improve upon the many existing positive qualities that the corridor offers while improving the Gateway through beautification, redevelopment, walkability, and by establishing an identity for the area. 

Downtown Master Plan

The Downtown Master Plan sets guidelines for future development to sustain and build upon the revitalization effort which began in the mid 1980s. The first downtown master plan was approved in 1987 and has served as the guide and vision in a nationally recognized, award winning revitalization effort. The new master plan for downtown builds on the significant growth and success of downtown and serves as a guide to continue the vision of a downtown that is recognized as the business, cultural and entertainment heart of Arlington Heights.

Thoroughfare & Transportation Policy Plan
A Thoroughfare and Transportation Policy Plan is an officially adopted public document which attempts to prescribe remedies for points of conflict and establish an overall strategy aimed at the unified and coordinated maintenance and development of the Village’s thoroughfare network. The Plan includes a classification of thoroughfares, recommended engineering standards, roadway standards, intersection, design access control, speed control policies, recommended thoroughfare improvements, and implementation strategies.

Bicycle & Pedestrian Plan
The Village of Arlington Heights Bicycle and Pedestrian Plan is a part of the Village’s Comprehensive Plan, and was approved by the Village Board in September, 2017.  This Bicycle and Pedestrian Plan builds upon and advances successful efforts already completed or underway by the Village of Arlington Heights to cultivate a vibrant, lively downtown and safe, attractive, and livable neighborhoods where walking and bicycling are convenient ways to travel. It provides detailed recommendations for specific locations in Arlington Heights where bicycle and pedestrian infrastructure improvements are needed to achieve key, Villagewide goals related to access, mobility, health, and sustainability and identifies actions that the Village can take to improve and enhance its active transportation network, create safe and enjoyable bicycle and pedestrian routes, and encourage sustainable local transportation.

TIF Redevelopment Plan
The Tax Increment Allocation Redevelopment Act, 65 ILCS 5/11-74.4-3, et. seq., as amended (the “TIF Act” or “Act”) enables Illinois municipalities to establish TIF districts, either to eliminate the presence of blight or to prevent its onset. To establish a TIF district (“Redevelopment Project Area” or “RPA"), Illinois municipalities must adopt several documents including a Redevelopment Plan and an Eligibility Report. The Redevelopment Project Area is located in the southern portion of the Village and contains tax parcels with frontage along the eastern portion of Arlington Heights Rd from the I-90 Expressway to the south to Seeger Road to the north, a single tax parcel at the northwestern corner of the I-90 Expressway and Arlington Heights Road and tax parcels with frontage along the southern portion of Algonquin Road from Arlington Heights Road to the west and the extension of Tonne Drive to the east.
