Village Adopts Inclusionary Housing Ordinance
On August 3, 2020, the Village Board adopted an Inclusionary Housing Ordinance as amended for the Village of Arlington Heights. View more information on Inclusionary Housing Guidelines.

Under this ordinance, residential developers are required to include affordable units in their developments. Arlington Heights is one of 7 Chicago suburbs with an inclusionary housing ordinance. The ordinance amends the Village's inclusionary affordable housing policies that have been in place since 2004.

Affordable Housing Trust Fund
In 2013, the Village created the Arlington Heights Affordable Housing Trust Fund. Income from fees collected under the Inclusionary Housing Ordinance and other specified sources are deposited into the Affordable Housing Trust Fund to be used to create and preserve affordable housing in the Village of Arlington Heights. The Village has established general priorities for the Affordable Housing Trust Fund and is d3eveloping its process for utilizing the funds that have been collected. 

Timeline of Review and Approval of Ordinance

  • November 6, 2023: Village Board adopts amendment to Inclusionary Housing Ordinance (Ord. 2023-075)
  • August 3, 2020, Village Board adopts Inclusionary Housing Ordinance.
  • July 20, 2020, Village Board Meeting: The Village Board reviewed the final draft of the Inclusionary Housing Ordinance and the Housing Commission's recommendations. The Board voted to place the final drat ordinance on the next Village Board meeting for approval. (The ordinance was originally scheduled to go before the Board on March 16, 2020 but it was postponed due to the Coronavirus pandemic.)
  • February 4, 2020, Housing Commission Meeting: The Housing Commission reviewed the draft Inclusionary Housing Ordinance and made recommendations to the Village Board.
  • January 13, 2020, Village Board Meeting: The Village Board received and commented on a draft Inclusionary Housing Ordinance. The revised draft was forwarded to the Housing Commission for its comments.
  • September 9, 2019, Committee of the Whole Meeting: The Village Board received Staff research and also recommendations concerning the Village’s inclusionary affordable housing policy from the Housing Commission and Staff.
