Public Hearing - Proposed Consolidated Plan & 2020 CDBG Budget

Every 5 years, the Village of Arlington Heights adopts a 5-year Consolidated Plan. Through the Consolidated Plan process, the Village assesses its affordable housing and community development needs and market conditions and develops a strategic plan to meet those needs, particularly the needs of it low- and moderate-income residents. The Consolidated Plan is carried out through Annual Action Plans which provide concise summaries of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified in the Consolidated Plan.

The Village is in the process of developing its 2020-2024 Consolidated Plan for the period from October 1, 2020 – September 30, 2025 and the 2020 Annual Action Plan for the period from October 1, 2020 – September 30, 2021.  The 2020 Annual Action Plan identifies the actions and activities to be taken in the 2020 program year including how the Village will utilize its Community Development Block Grant (CDBG) funds. 

The purpose of this public hearing is to hear comments from the public concerning housing and community development needs in the Village and thought on how the Village should use its resources, particularly its CDBG funds. In order to encourage public input into the process, a draft 2020-2024 Consolidated Plan, including a draft of the 2020 Annual Action Plan, will be posted on the Village’s website by June 5, 2020. These draft documents will also be made available for public comment for a 30-day period following the Committee of the Whole meeting on June 8th.

The federal resources expected to be received during the 1-year period of the 2020 Annual Action Plan are:

  • Federal FY 2020 CDBG Grant: $278,890
  • Estimated Prior Year Carry Over Funds: $31,870
  • Anticipated CDBG Program Income: $50,000
  • Total Estimated CDBG Funds Available: $360,760

The estimates above may be adjusted prior to the public hearing as additional information becomes available concerning current year expenditures and program income.

The Village of Arlington Heights does not anticipate that displacement of any residents will occur as a result of Village funded 2020 Annual Action Plan activities. If displacement does occur, the Village will respond to any problems caused by the displacement of residents and will comply with all laws and regulations concerning the displacement of residents.   In compliance with federal regulations, a minimum of 70% of the Village’s expenditures of CDBG will benefit low-and-moderate-income residents.

Pursuant to orders issued in response to the COVID-19 pandemic, this Committee of the Whole meeting is closed to in-person, public attendance. The meeting will be held virtually, which permits the public to fully participate via their computers or by using their phones. Instructions on how to participate in the virtual meeting will be posted on the Village’s website, on the Agendas & Minutes page no later than June 5, 2020. 

Provisions will be arranged so that any non-English speaking persons or persons with disabilities may participate in the public hearing. Requests for assistance are to be made at least 5 working days before the public hearing. The Village will arrange for translation.
