Conveniently pay for Daily Fee parking in surface lots and garages by using the Passport Payment app. Download it now, and remember to enter your Zone and Parking Space numbers when starting a parking session. Zone numbers refer to the parking lot or garage and the space number is located in front of the parked vehicle.

Permits can be exchanged between vehicles. Only business owners and their employees are allowed to use Merchant permits. Proof of employment at a Downtown business is required. Permits can be purchased three months in advance.
Permits are valid for parking from 5:00 a.m. through 2:00 a.m. daily. No overnight parking is allowed with Merchant permits. Additional garage rules are available when permits are purchased.
As an alternative to permit parking, Daily Fee parking is available in three garages, as follows: on the top level of the North Garage, level two and three of the Village Hall Municipal Garage, and the top floor of the Vail Avenue Garage.
Fare boxes are located on the first floor of each garage in or near the stairwell closest to the railroad tracks. The daily fee is $2.00. Parking is permitted from 5:00 a.m. through 2:00 a.m. although parking is free after 12:00 p.m. through 2:00 a.m. daily without time-limit restrictions in all daily fee parking areas. Parking in daily fee areas is free on Saturdays and Sundays.
All daily fee parking lots located along the railroad tracks and at Sigwalt Avenue and Arlington Heights Road, across from Village Hall, are available at no cost after 12:00 p.m. through 2:00 a.m. without time limit restrictions. These lots are also available all day Saturdays and Sundays at no charge.
On-street parking is limited to two hours. Per Village Ordinance #97-04, movement of a vehicle from one parking space to another space within a limited time parking area in the same four block area shall not avoid a violation of the two hour time limit. Free Short Term Parking
- On-street parking for two hours between 5:00 a.m. through 7:00 p.m.
- In surface lots A, E, O, P, and S from 12:00 p.m. through 2:00 a.m. (Blue Signs).
- In the Free Parking spaces in the garages for four hours, and unlimited time after 6:00 p.m. through 2:00 a.m. on weekdays, and free all day on weekends (Blue Signs).
- In the Evergreen Avenue Underground Garage Only; In the Red Permit spaces after 6:00 p.m. through 2:00 a.m. on weekdays, and all day on weekends (free unlimited hours).
- In all Daily Fee areas (surface lots and parking garages) after 12:00 p.m. through 2:00 a.m. on weekdays, and all day on weekends (free unlimited hours).
- 5 a.m. to Noon. Pay daily $2.00 fee in pay box. No overnight parking from 2 a.m. to 5 a.m.
- Free parking Noon to 2 a.m.
- Free unlimited hours all day on weekends.
- 5 a.m. to 2 a.m. Discounted merchant permit. Monthly fee $15.00. Downtown businesses only. No overnight parking.
- 5 a.m. to 2 a.m. $40.00 per month for commuters and merchants. No overnight parking.
- 24-hour: Pay $50.00 per month, Downtown residents without parking, reverse commuters working in Arlington Heights only.
- 5 a.m. to 2 a.m. $15.00 per month, discounted merchant parking. Downtown businesses only. Park in "Daily Fee Parking" areas.
Monthly permits cost is $40 per month for residents and $50 for non-residents. Permits can be purchased quarterly through the Finance Department for commuters and residents of Downtown apartment buildings and condominiums. Downtown residents must first check to see if they are required to purchase their parking permits through their property management company.
Permit spaces are available only to Arlington Heights residents in the North Garage. In the Vail Garage, parking permits are available for Arlington Heights residents and residents of surrounding communities on a first-come, first-served basis.

At the April 10th Committee of the Whole (COW) Meeting the Village Board discussed possible physical improvements and code changes to help address the recent increase in nuisance incidents at the Village’s parking facilities. At that meeting, the Village Board directed Staff to draft an ordinance that would implement the code changes discussed and to further research physical improvements that could help address nuisance and safety concerns.
At the Village Board Meeting on May 15, 2023, the ordinance was approved by the Village Board. Watch May 15th Video.
The ordinance includes the following changes to the Village Code:
- To prohibit the use of the Village Parking Facilities for any use other than travelling in a vehicle, entering or exiting a vehicle, or walking to or from a vehicle (including bicycles)
- To prohibit the leaving of any personal property in a Village Parking Facility other than a vehicle or bicycle in accordance with Village rules
- The creation of rules for the removal and storage of private property by the Village, if found to be stored illegally in a parking facility.
- Property left behind may be removed by the Village 7 days after advance notice of removal
- Property removed will be stored for 30 days and may be disposed of if not retrieved by the owner.
- Violation of the code will be subject to penalties and fines as set forth in Section 18-216i of the Code, including community service.
Overnight Parking Requests & Information
- Only motorized vehicles licensed for independent travel on roads are allowed to park in the Vail Garage. All vehicles parked in the garage must be properly maintained and in good working order. No vehicle repairs are to be conducted in the garage and no storage of vehicles is permitted.
- The Village is not responsible for providing parking for vehicles that do not fit within the designated permit spaces in the garage.
- Permits issued by the Village for use of the parking spaces must be displayed in the proper manner as determined by the Village. Failure to do so will be in violation of Village ordinances and subject to fines and fees.
- Proof of residency at one of the designated multi-family buildings in the Village is required. For reverse commuters, proof of employment in the Village is required.
- Only one overnight parking permit will be issued for the garage from the Village per address (unit number) per month.
- Commercial vehicles are not permitted.
- Residents must provide vehicle registration information, their driver’s license, home address and telephone number.
- Parking will be for the Vail Garage at the Village’s discretion based on availability. Issuance of a permit for one month does not guarantee issuance for any future months.
The Village has a parking permit program to assist Downtown Arlington Heights residents that do not have adequate parking in their buildings. This program does not apply to buildings that have existing parking agreements with the Village.

- Each permit is a single use permit good for one overnight stay. Permit is valid starting at 12:00 p.m. on the date that is scratched off and ends at 12:00 p.m. the following day.
- Each permit is valid in any designated Permit Parking space in the Underground garage or any designated Permit Parking space on the 4th Floor in the Vail garage.
- Only eight guest permits will be sold to each Arlington Heights address per month. Permits cannot be combined to exceed eight stays per month.
- The permit must be displayed in the Driver’s side rear window facing outward. An adhesive strip is provided. If necessary, use additional tape to secure in window.
- Back-in parking is prohibited. All vehicles must fit within the designated permit spaces in the garage. Commercial vehicles are not permitted.
- Using more than eight permits during a month without written permission, failure to display permit properly, parking in wrong space/garage, or tampering with permit will result in a fine and loss of parking privileges.
- Issuance of Overnight Parking Permits is at the sole discretion of the Village. Issuance of a permit once does not guarantee issuance of any permits in the future.
Guest parking permits are only for purchase by Arlington Heights residents in multi-family dwellings located in the Downtown area that may need occasional parking accommodations for their guests. Proof of residency is required in order to obtain permits. Each permit is $2.00.

Parking is not allowed on village street between the hours of 2 AM and 5 AM. However, there may be extenuating circumstances requiring on-street parking during overnight hours. Such requests are processed as a courtesy to residents and visitors. Please be advised each household is typically only allowed up to three days of overnight parking permission every 30 days. Additionally, if you receive overnight parking permission, and there is a snowfall of 2 inches or more, it will be the responsibility of the vehicle owner to remove their vehicles from the street immediately, until such time as snow removal has been completed.
