On October 10, 2023, the Design Commission denied a proposal for a single-family teardown/new construction due to the significant historical value of the existing house. The petitioner is appealing the Design Commission’s decision with the Village Board. The Village Board meeting for this appeal has been scheduled for Monday, February 5, 2024 at 7:30 pm at Village Hall. Public attendance is welcome.

The Arlington Market Development is a mixed use Planned Unit Development located at the northwest corner of Kensington Street and Dryden Avenue. It is comprised of a multi-tenant retail building, a day care, 9 residential townhome buildings, and 54 single-family home sites. The final phase of the development, consisting of the last 17 single-family homes, is currently underway as 14 of 17 homes have been constructed.

The Berkshire Senior Living Residences is proposed as an age-restricted independent living rental community for seniors, which would be rented at affordable levels, located at 8 S. Beverly Lane. The three-story building would include 32 one-bedroom units and 12 two-bedroom units along with a total of 52 parking stalls dispersed between a small surface parking lot and a 44-space underground garage within the basement of the building. The details of this development may evolve as it continues through the zoning entitlement process.

The proposed Full Circle Communities (Grace Terrace) Project includes a three-story Permanent Supportive Housing facility (PSH) to include 25-units at 1519 S. Arlington Heights Road. The facility would accommodate individuals with disabilities and will target local veterans with the goal of providing stable housing coupled with supportive services for these residents. A total of 25 parking stalls are part of the proposed project.

Hickory-Kensington Apartments is a five-story mixed-use building with 76 residential units and 3,400 square feet of ground floor commercial space. This project is a key part of the implementation of the Hickory/Kensington Area Plan, which aims to redevelop the area into a walkable modern mixed-use neighborhood.

The proposed redevelopment of 397 & 401 W Golf Rd is a 3-story, 102,008 square foot self-storage facility. The facility would include 725 storage units and a 1,000 square foot area for retail sales and packing supplies.

Introduction: Project Summary
In August, 2022 Urban Street, LLC presented their proposed development for TIF IV. The concept plan includes seven residential buildings consisting of 266 market rate apartments and one 37-unit affordable senior apartment building and commercial out lots along Golf Road.
Since the early review, Village staff, Village attorneys, and financial consultants have been negotiating with Urban Street, a non-binding Memorandum of Understanding (MOU) that will set the stage for negotiating the final Redevelopment Agreement (RDA). After approval of the MOU Urban Street will engage with their consultants to proceed forward with the necessary plans and documents to commence the zoning and entitlement process. During the same time the RDA will be negotiated and the final terms, conditions and timelines will be refined.

Northwest Community Healthcare (NCH) is proposing construction of a new building within their campus, which would be located on the northern side of the campus and would be home to a Neurological Institute. NCH has under contract a portion of the western parking lot at the St. Simon’s Episcopal Church property, and in combination with the NCH-owned parking lot to the west of that, these areas will be the site of the newly proposed building. At five-stories in height, the facility would include an indoor rehabilitation space, a conference center, stroke triage space, a 24-bed intensive care unit, operating rooms, office and lab areas, and physician clinical areas for pre- and post-surgical consultation. The facility is meant to be a global destination for medical procedures, training, and education. On the northern side of the site abutting Kirchoff Road, a therapeutic garden area has been proposed.

th, 2023, the Village Board approved a Resolution that directed the Plan Commission to consider the zoning and regulation of properties in the vicinity of 116-120 W. Eastman Street.
Possible amendments may include:
- The establishment of an overlay zoning district with specific use and bulk regulations applicable to the Properties;
- The rezoning of certain districts applicable to the Properties; and
- The revision of the Comprehensive Plan and the Downtown Plan.
The Resolution establishes guidance to the Plan Commission to address potential concerns regarding future development of certain properties in and around the Downtown.

The Southpoint Shopping Center PUD was first approved in 1988. This includes the subject property as well as the multi-tenant retail building attached to the Floor & Décor building, the former Bif Furniture building and the multi-tenant retail spaces attached to the Bif furniture building, and three outlots along the Rand Road frontage. The entire Southpoint Shopping Center is subject to a recently amended Construction, Operation, and Reciprocal Easement Agreement (OEA) that provides for shared access and shared parking between all users within the PUD. Access to the shopping center comes from two full access, signalized intersections with Rand Road, a full access non-signalized intersection with Palatine Road, and a right-in/right-out intersection with Palatine Road. Access within the shopping center is done primarily through an internal ring road that is owned and maintained by the shopping center.
The Southpoint Shopping Center PUD was subdivided in 2019 to create a new out-lot site for future development located along Palatine Road. This newly created out-lot is located in front of the Floor & Décor building at 600 E. Rand Road and it makes up the westernmost portion of the large parking lot directly in front of the Floor and Décor building. The out-lot is 1.23 acres in size and presently developed with approximately 125 parking spaces that are mostly used as overflow parking by the Chili’s and Olive Garden restaurants located to the west.
These out-lots have been approved, and the Chipotle building recently completed construction. Development of the Chipotle building includes construction of 41 parking stalls and development of the future building would add an additional six stalls for a total of 47 stalls.
The second building, at the east of the outlot, is now proposed to house Bibibop Grill. Bibibop Grill is currently undergoing Plan Commission review.
